THE PROGRAM
The Fund for Veterans’ Education will provide up to $3,500,000 in the 2008-09 academic year to help meet the financial need of veterans from all branches of the United States Armed Forces who served in Afghanistan or Iraq since September 11, 2001 and who are now enrolled in college or vocational-technical school.

The Fund for Veterans’ Education is administered by Scholarship Management Services, a department of Scholarship America. Scholarship America is a national nonprofit education support and student aid service organization that seeks to involve and assist the public and private sectors in expanding educational opportunities and encouraging educational achievement.

ELIGIBILITY
To be eligible to apply to the Fund for Veterans’ Education, the student must –

• Be a veteran of any branch of the Armed Forces (Army, Navy, Air Force, Marines), Coast Guard, National Guard and Armed Forces Reserves.

• Have served and been deployed for a total of at least 60 days in Afghanistan or Iraq after September 11, 2001 (or served in the surrounding area and have documented service in Operation Iraqi Freedom or Operation Enduring Freedom), or be a veteran who was deployed to Afghanistan or Iraq after September 11, 2001, but did not meet the 60-day active service period as a result of a service-related injury or condition incurred while serving in Afghanistan or Iraq.

• Be enrolled on a full-time or part-time basis in an undergraduate program of study at any accredited two-year or four-year institution, public or private, including technical schools for the fall 2008 term.

• Have applied for and accepted all federal, state and institutional need-based grants and all available military educational benefits.

AWARDS
If selected as a recipient, the student will receive an award for the 2008-09 which may be renewed in subsequent years. The award is intended to cover any unmet financial need based on the cost of attendance, the student’s expected family contribution, federal, state and institutional need-based grants, and military educational benefits.

Awards are for undergraduate study only and may be used for tuition, fees, books and supplies, and required equipment.

If the student is selected as a recipient and is unable to enroll due extenuating circumstances including being activated for overseas duty, the award may be deferred upon request on a case-by-case basis.

SELECTION OF RECIPIENTS
Scholarship recipients are selected primarily on the basis of financial need. In addition, length of military service (number of months and number of tours served) will be considered. It is the program’s intent to select recipients from all the States, US Territories and the District of Columbia, representative of the current demographics of the United States Armed Forces, all types of colleges and schools and broad representation across all levels, as long as qualified applications are received.

Selection of recipients is made by Scholarship America. In no instance does any member of any of the Armed Forces play a part in the selection. All applicants agree to accept the decision of Scholarship America as final.

Applicants will be notified by mid-August 2008. Not all applicants to the program will be selected as recipients. Students may reapply to the program in future application periods, if the program continues to be offered, as long as they meet eligibility requirements.

PAYMENT OF SCHOLARSHIPS
Scholarship America processes scholarship payments. Payment is made in two installments for the academic year, in early September 2008 and at the end of December 2008. Checks are mailed to each recipient’s home address and are made payable to the school for the student’s account.

RENEWAL OF SCHOLARSHIPS
Awards are renewable up to three additional years for full-time students (10 credit hours or more per term), based on satisfactory academic performance in an undergraduate program and continued demonstration of financial need. Part-time students (fewer than 10 credit hours per term) may renew for a longer period of time if needed, up to the maximum equivalent of four years of full-time funding. In April, 2009, recipients will be contacted by mail with instructions to submit transcript of grades and financial documents for renewal of their awards.

OBLIGATIONS
Recipients are required to supply Scholarship America with transcripts and updated financial aid information when requested, and to notify Scholarship America of any changes of address, school enrollment, or other relevant information. Failure to notify Scholarship America of any of these changes or to respond when contacted may result in forfeiture of award.

REVISIONS
The Fund for Veterans’ Education reserves the right to review the conditions and procedures of this scholarship program and to make changes at any time including termination of the program.
